NPC's magically get all damage repaired

Yep.

NPCs are not preserved across instances. If the game decides criteria are met to see the same name/target again, it's a new spawn.

I've met NPC bounty hunters chasing me across supercruise/normal space while keeping the damage I dealt to them. That says at least some NPCs are semi-persistent. FDev just haven't worked it for a wider range.
 
Noticing a lot that after I've been interdicted and I've pummelled down pirates/bounty hunters, sometimes they manage to warp out before the final deathstroke. My gripe is when I come out of that interdiction instance 30 seconds later the same ship ID/Pirate shows up almost instantly chasing me down with 100% shields and 100% hull, and starts the process again. I don't recall this always being the case in the past, but it's very annoying having got an Anaconda down to 5% hull doing this all the time now. Even with all the best Auto repair gear it can't be done this fast by a real player, so what gives? Is this a new 3.3 bug???
It's been like that forever.

It was actually worse a couple of years ago when the jumped out, and only after 1-2 seconds you got into supercruise, you got interdicted again, and the interdiction was a lot harder back then. I almost never could escape the interdiction, and tried to fight them, my ship got damaged and ran out of ammo, and they kept on jumping out and coming back over and over again. It was very frustrating. I used to drop those missions and take the penalty because the frustration was to great.
