Every single visible character in the world need an agenda. Eat, go to work, sleep, and so on. This is normally a neat touch in games where you get assassin contracts, especially given that NPCs just walk from one spot to another all day long, They don't even head home at night time to sleep, no one sleep in EDO. This would also mean we could trace the routine of a specific assassination target for a particularly fitting moment.
Scavengers when you arrive to a settlement are just walking around in patrol patterns, They are not looting, not taking things apart, they don't call in ships they load with the loot.
