Engineers NPCs on Planets-Too much/too many?

Hello all, new to the forums, but I've been racking up the space mileage in 2.0 for some months now.

I'm enjoying getting the feel for 2.1 and am really enjoying the graphical improvements. Horizons brought me on board because I wanted to explore planets, and 2.1 makes it even more glorious when I touch down on some alien world and survey a rocky landscape.

That brings me to something I'm a bit disappointed with, the (to me) excessive NPC traffic close to planetary surfaces. If I am parked on some barren rock a million miles from nowhere, why, oh why, is there an endless parade of ships directly overhead? And how do the pirates know the exact moment I've returned in my SRV, transferred the last cargo canister of loot I picked up, and begun boarding my ship? They routinely swoop in at this stage to conduct a scan and demand any cargo. For that matter, how do the police know the same thing and drop in to conduct a scan just after I've found some illicit cargo? Everybody is psychic!

I greatly enjoy landing on planets and investigating POIs, it's probably been one of the biggest consumers of my time in the game. And I should say that I don't begrudge the addition of NPCs close to planets, since they were completely absent before. But I can no longer admire the scenery, explore interesting geography, or stop looking at the scanner for a minute for fear of getting jumped by a wing of pirates. Basically the ship traffic is inconsistent with the surroundings. I land on a barren moon and suddenly a parade springs up overhead as if I'm parked outside of a busy station.

I'd like to see some balancing here, to have the planetary traffic adjusted so that a higher incidence of encountering NPCs happened when close to on-planet settlements and ports. The further one was from any human population center, the less likely one should be to encounter other ships. It also strikes me as bizarre that wings of pirates might spend their time cruising across some dusty moon at low altitude looking for the occasional scavenger (like me) to scan and attack. Hardly worth their time.

Am I the only regular planet visitor noticing this?

From the movie "Midnight Express" youd be known as a "bad machine" and arent fitting in...so...carry on, engage foggy awareness with head down and start walking clockwise with the rest and accept NPC cheating as...normal operating proceedures--now, back to our regularly scheduled programming.
