NPC's out in the middle of nowhere

I'm currently about 5500LY from the bubble making my first solo exploration trip and I have this NPS fer-De-Lance following me. He's popped up intermittently for atleast the last 3000LY. No contact, no interdiction attempts. Sometimes he just jumps out before me. Sometimes I get out before him. Is this normal?
 
Are you pledged to any power in power play? It's mechanics can sometimes make NPC's follow you around to hilarious results if you happen to go exploring. I heard of instances where people managed to get NPC's follow them all the way to Sag A...
 
So He just popped up again. I did a 180 and scaned him. His name is Genibo and it says he's a mission target. His status is Lawless as well. I have no missions but I have actually seen him once before. Last sunday, a few friends and I went for a small exploration trip to VY Canis Majorus and the same NPC showed up while we were out that way. Weird.

Just the Fer de Celeste bug again, I'm afraid, nothing more interesting. He'll go away of his own accord eventually, and find someone else to follow.
 
That guy - yep, known feature/bug. Had one of those tagging along inside the bubble for some time. He occasionally jumped in when I dropped into a USS and helped me aaginst the pirates. He once jumped in when I was in a USS and attacked me. That was when I completed that mission I had no idea I had....

Personally, I belive that this companion somewhat predates ED. My failing memory seems to dredge up a similar follower occasionally in EV:Nova, some time ago on my Mac. I'd really like to know how the source code trees of Elite, Escape Velocity and Elite:Dangerous are interwoven....
