Engineers Nuts and tickmarks

Howdy CMDRs

I'm confused about the engineering menus. I've been gathering all the stuff needed, and went back to Elvira Strangevoice. There I had to do the level 4 upgrade a number of times to get the blueprint for level 5. In the first three levels I had tickmarks, but in level 4 I had orange nuts without tickmarks. Therefore I thought I needed more level 4 materials, went to get those, and back to Elvira. No change. I could however, use level 5, but still had no tickmarks at level 4. Today I have tickmarks in level 4, but not level 5?

Can someone please explain? Thanks in advance.

The tickmarks represent an upgrade level you have already maxed out. The non-tickmarks represent an upgrade level available that you can put more resources into (i.e. rolls) so as to get more benefits until that, too, is maxed out.
