The 1080 was not fully enabled. The 1070 is like the 1080, but even less enabled. Thats a common thing. Its cheaper to make one high-end model and disable stuff for lower cards, than go out of your way to design two separate cheaper and slower versions.

The GTX 1080 was a fully enabled GP104.
The Titan X (original Pascal version) and the 1080 Ti are partially enabled GP102 parts.
The new Titan Xp is a fully enabled GP102.
