Oculus Support seems to confirm they are having an "Emerging Issue". Based on feedback in this thread it MAY be specific to installation done natively via Oculus Home (and perhaps not Steam). It would probably be good if we tried to track that...

They asked me to reinstall the game but I'm not sure I want to do that (just yet). If this is more than an isolated problem I'ld rather not fuss with having to re-establish all my customizations... The more folks who report this problem, the more likely we will get a proper solution in short order.
I have worked to make sure my AntiVirus (Kaspersky), Windows Defender, and Windows Firewall are all turned off. Didn't make any difference. Still fails at exactly 97%.
Sometimes I get an Oculus Message that my AntiVirus is preventing the update (see above) and sometimes it just basically says to contact Oculus Support (with no mention of any AV issue)...
Had the same problem. Solved it by first uninstalling 2.3 from within the oculus app (not control panel), then restarting oculus app. After restarting oculus, check your library, I think, and it will give you the option to install ED 2.4 (rather than updating it). It's possible that the update fails because its unable to update some ED files. Removing the game completely and reinstalling (2.4) fixed it for me. It did not affect my key bindings.
Where in the Oculus Home is the uninstall option? I tried right clicking on the ED App but see nothing...
