Are you seeing that 30-40FPS all the time, or just in stations?
Here is something to check (Windows Game Bar / DVR recording enabled can impact performance.)
How does it look? Never mind (for now) the FPS number...
Something I would try, barring useful input from someone with similar specs:
Set to Low presets, then dial up various settings to fix the things that are bothering you, while maintaining an FPS you can live with. (Some people are super sensitive to lower FPS.)
A few subjects that seem to have widespread acceptance:
1. Decreasing HUD brightness and/or changing your HUD color to blue or green seems to help with text clarity
2. HMD image quality and Super Sampling settings seem to have the strongest impact. Try both at 1.0 & see how it goes.
