Odd cleaning behaviour

Since the patch I constantly get notified that my habitats are too dirty. When I inspect the habitat, the cleanliness is at 100% although there is animal excrement everywhere. Apparently the keepers don't clean those habitats because of the cleanliness value beeing at 100%

I'm playing in Franchise mode with difficulty seeting medium.
