If it was as simple as bribed corruption, then the entire dealing would be kept secret. This was broadcast to the news; "Yes we modify Slaves, and sell them."
They might as well say "Shadow President Winters condones this business within her territory" with the announcement being in no way a secret.
Or no one in that system really cares...

can't throw a whole system or government in jail, but you can shoot them up. maybe go to war with them? idonno.
I bet that this good will be blocked as soon as it comes to the market. There are several rare goods that can't be purchased due to Powerplay changes making them illegal, such as Indi Bourbon, Aganippe Rush and Gilya Signature Weapons. Until they allow illegal goods to be purchased from a black market, we won't be seeing them in game for a while without a government change.
