It doesn't say you need to do anything in the Conflict Zones, you just need to complete them. I assume you can just keep well out of the way of the action and wait until one side loses. The referral just tells you they exist. It doesn't tell you where they are... Just says their base or whatever is unknown.Well you should be able to still visit the engineer if you have the referral, they may not work for you without doing those things but you should still be able to pay them the materials to refer you on to another engineer.

Night vision is the best engineered suit upgrade by a long shot imo. I was fortunate enough to find a G3 Artemis with night vision early on and have been using it for settlement raids, not ideal but the tactical advantage is great.The base doesn't exist until they contact you. Oh well seems like I'll just have to leave off night vision from the list.
