Odyssey Engineers to unlock

If you want to get access to the full set of blueprints with the smallest number of unlocks, then the answer is easy: unlock the four Colonia engineers as their unlocks don't depend on anything else, are all right next to each other for minimal travel (once you get there...), and are all pretty easy unlocks to do. There are plenty of good Extraction and Tourism settlements in the Colonia region for collecting whatever materials you might need for both the unlock requirements and the upgrades themselves.

What kind of upgrades are most important to you? You can take a look e.g. here to see what each Engineer offers.

Silenced weapons are a real game changer for Odyssey missions imho. Audio Masking will take a while to get, but one of the starter Engineers can already do Noise Suppressors. Although Hera requires you to do ground Combat Zones, which can be a bit tricky for a new player. Make sure to pick Low Intensity ones at first.

Otherwise, just look at the starter Engineers and their unlock requirements and do whichever seem more fun and/or feasible to you.

Just to double up on Ian's post, I have moved my second account to Colonia. He had only one Odyssey engineer unlocked in the Bubble, and not many materials to begin with.
After the latest update I started using him more, to see how the unlocks worked, with the new mission rewards and reduced material requirements.
In about a week of just doing missions (which I enjoy), I managed to unlock all 4 engineers and get materials to modify 3 suits to G5 and a few weapons.

The caveat, however, is that I have been playing Odyssey for a while so, even with an undergeared character, I know how to handle some tricky situations, which might not be necessarily true for a player who approaches them for the first time.

The trip to Colonia can be quite an undertaking, but it pays back, in terms of "time to engineering"

If you collect G3 gear as you find it from various Pioneer Supplies then none of the Odyssey engineering is necessary. It just adds further interest to the game as and when you can unlock and upgrade. Do it if you can but don't get frustrated chasing it.

Keep in mind that you can buy suits and weapons at Pioneer Stores that have been upgraded to G2 or G3 and have special effects added without unlocking any of the on-foot engineers.
There aren’t many of these at a time so stock can sell out to a single visitor, the stock gets refreshed/changed every Thursday morning game time. Which station has these items isn’t guaranteed but there is a large caring and sharing thread about what people have seen where in this forum.

Thanks guys for the tip. I've just unlocked Domino Green and Hero Ferrari. I'll stick to this 2 for now and start farming for odyssey materials first. Are reactivations/restore mission still the best way to farm the materials or is there a better one?
I swear it's been awhile since I've been overwhelmed with ED's new content. Last time was in Horizons

Just do missions and you'll pick up what you need eventually.

If youve got a ship that'll get youbto Colonia at a reasonable speed, consider going up there. There's only 4 engineers and the same mods as you get in the bubble (they're also easier to unlock). It'll at least get you a head start.

OP even if you don’t have the ship to do that there are people flying carriers out there and back regularly that you can hitch a ride on, I believe there are carrier groups with Discords or the like with departure times.
