Odyssey ground mission Influence question...?

So...
I know INF is locked during a war / civil war / election etc...
I can gain REP but not INF from missions...
But, when on-foot, I still get offered INF+++ missions for the new Odyssey settlement missions...

My question is - does that INF still count...or is it a bug?
(I don't want to waste my time grinding INF if it does nothing!) o7

Horizons missions also offer INF rewards, depending on the mission there's debate as to whether it counts to the conflict resolution or not... but it won't change inf.

When in a faction is in conflict, the journal will exclude mention of Inf rewards regardless of the mission text. I take them as an indicator of value for the conflict, but that may be wrong.
