Odyssey needs generic pirates that aren't existing in-game anarchy factions, in the same way Civilization has barbarians which are purely pve occurences for all players.
Current Odyssey missions draw on local anarchy factions for random cannon-foddery pirate encounters, even if it's a controlling / player faction. Players are also spamming anarchy bases for materials to avoid C&P, both of which means after just one week since the launch anarchy PMFs are sliding into extinction.
It's really not funny - players that have loyally pursued the game and clawed out modest corners for themselves are facing the loss of two years' worth BGS influence in as many weeks. Sorry, kinda hijacking your thread, but generic unaffiliated space pirates would be an decent solve for this problem.
