This is a good suggestion, but also...

Mission Giver: "Good work CMDR! Get back to dock and I'll have your payment ready."

Automated Settlement Defense System: "Unauthorized craft detected at Landing Pad 01. Unauthorized craft: You have 30 seconds to depart or you will be fired upon."

Better run, CMDR!

Ha - well the first time someone powers on the settlement with their ship illegally parked, they'll learn the hard way :)

Landing pad docking shouldn't be available until and unless the power is turned on.

that creates dilemma, you won't be able to take Shuttle to that location if landing pad is disabled and since those missions are Odyssey missions, Shuttle must be able to get there.
