If I'm in a settlement that is exploited, fortified, or a stronghold of my faction
AND
I have a cordial/friendly/allied reputation with the minor faction in control of the settlement
THAT
I would have (or, at least be able to purchase from a powerplay contact in the form of a consumable, like an E-Breach) a base level of security authorization after stepping off my ship.
1 for Cordial
2 for Friendly
3 for Allied
