At this point I'm questioning how the information got into the wiki, and if that's actually reflected in-game.
Check the footnote - the list of states is taken verbatim from a
pre-release forum post that was teasing info about settlements. It sort of seems to me like the list was copy-pasted from a design document, perhaps partially. Some of them (e.g. abandoned, war, damaged) could be boolean conditions that can be present or not, and then the remainder of the list was a partial list of states resulting from various combinations of those conditions.
Hmm, I guess I should keep an eye on the settlement boards and see if the states show up there - I vaguely think they don't ...
I am pretty sure that Online and Offline are the only two things I've seen written there. It just seems to reflect the current status of the reactor, as it changes when you get back to your ship after turning one back on.
But when I used the free cam to look around the settlement I found that it's definitely powered down. The defences aren't rotating and when I peered through the doors I could see that the buildings aren't lit. You can buy or sell cargo and you can run ship missions, but there's nobody home: it's all automated.
This really is a boon for supporting a faction in negative states. But like I said earlier it's also deeply weird.
Yes, entirely automated. Even the commodity market works, although I haven't actually checked to see if stock replenishes at empty settlements. That would really be quite odd. Even the cargo loading/unloading is a little odd, as there don't seem to be any automated cargo handling systems around the landing pad like you find at standard docking facilities. And you really have to wonder about the priorities of people who have emergency backup power for the cargo handling system, but not doors or fire suppression.
