Anyone else having issues with Odyssey Settlements not spawning Items? The data ports, foot lockers, and wall lockers, all empty. If I take a mission, only that item appears in whole settlement. If gone back and forth to different settlements and they all have the same issue. I even went to another system for a raid extermination mission, only three items were at the settlement, the power regulators, and two "samples" from the agriculture building... everything else empty. This is quiet frustrating considering I am trying to find Smear Campaigns... which put me in an election system, or at least one of the systems was, the other system was not. So not sure what could be causing this.

Not sure, but previously I was looking for Smear Campaign Plans in election systems... I couldn't find anything. Not just what i was looking for; nothing! Only thing that spawned was the power regulator, and the sample things that take three minutes to unlock.
I then went to a system way away. And everything was back to normal... so I just thought it was a hiccup. Then I went to Sothis, there is currently a war and outbreak there. Again the bug returned. I would land in multiple settlements and nothing would be in the boxes or lockers. If there was supposed to be a mission item, it would be there... and that is it. Nothing else.

Already gave you the answer in post 2. Any settlement in a system not in a Powerplay region does not make loot. Thank our Benevolent Powerplay Overlords.
I had an interesting issue regarding this empty locker thing. I have been doing the settlement raid missions and wiping out tons of gang members and cartel members. The lockers have been loaded, and the data from the ports have been absolutely mediocre. Really enjoyed the whole experience despite the less than useful data.
During one mission I had to log out and have dinner, so I camped in my SRV parked behind a building. When I logged back in, all of the NPCs repopulated as expected, but every single locker was empty, AND every data port had NO data.
The settlements I have been raiding are in Powerplay locations.

That's been a thing for a long time. Can't relog on foot at a settlement if you want loot (or another conflict zone round). You can respawn the loot by leaving, entering SC, and returning though.
This issue appears to be related to Powerplay. If the settlement is within a territory that's occupied by any of the Powers, then all lockers, data ports, and so on will contain their loot as normal. But if the settlement is outside of Powerplay space, such as the fringes of the bubble and places like Colonia, then the settlement will be completely empty of any loot.

They have not. I still cannot transfer or buy/sell materials with my carrier.
Honestly, it would have been interesting to give each power 1 unassailable system in Colonia and see what happened out there too. It's a bit odd that we have this little offshoot that is just immune to politics back home. It's only a 12 hour ride away, they can't pretend to be unreachable.
Looks like I picked the wrong time to end my 3 year break from Elite and take my first trip to Colonia eh? :/. Spent a whole afternoon trying different settlements in different states with different missions assuming i was doing something wrong (so overall not the best returning experience)

today, Synched Files via Launcher, .. added Watchdog64.exe(from its location in Horizonts) Allow through firewall (as saw explanation : should add Odyssee + Watchdog) .. & Ta-taaaaaaaaa.. got everything 
perhaps, started suspect(maybe, caused by low resolution - but not).
