odyssey settlements

Hey is the odyssey settlements goods bug that makes every settlement barren still around or was there a change that happened with Trailblazers?

In my experience they are ok, but if the plan is to farm over and over do not just log out to main menu to re-farm but leave the planet by flying into space and then approach settlement again (gliding in). Just login out to main menu will result in barren settlements with no goods. Of course there are settlements out there, which have been left (sorta ghost towns) no npc & no goods, but I presume you're not talking bout these..
