According to the devs - level 1 is the ping, level 2 is a normal scan of the surface and level 3 is a detailed scan of the surface.
it's not working properly & has been reported. hopefully fixed in 1.3
The number should be:
Level 1: Use the Discovery Scanner on the system
Level 2: Scanning without a Detailed Surface Scanner
Level 3: Scan with a Detailed Surface Scanner.
But the numbers are bugged and has been for a while. Atleast we now get some numbers, before it was zero for all. The number only updates when you sell the data to Universal Cartographers.

Which is correct otherwise if you die you lose all data and level 2 & 3 will be wrong
(not saying you didn't know,pointing it out for those that didn't)
