If you want find Chem Manipulators reliable and in short time, there is no better source as the abandoned planetary outposts throughout the Galaxy.
Like Dav's Hope or as alternate https://canonn.science/codex/lookout-military-test-facility/, if this is nearer. This facility drops the same mats as Dav's.
The other abandoned planetary outposts (listed here: https://canonn.science/codex/surface-sites/ ) may drop different mats, I didn't do the work to check out all of those until now.
