OK, where's this person who wants to see me in Sol?

I ranked up to Midshipman the other day and soon after picked up a mission to go to Sol where I would be contacted. So, I stopped what I was doing and went there. Cruised around the system, docked in the stations and checked the bulletin boards, hit some USS sites. Nothing. Nada. Zip. Nobody wanted to talk to me at all.

If it's just a mechanism to give me the permit but there is no intention for it to be part of a bigger mission why make the summons so urgent?

I was expecting it to be honest because the same thing happened when I was sent to Achenar for the Empire (isn't Macmillan Dock lovely?) but I was hoping that I'd just missed something there and this time it would be different.
 
There are no "bigger missions"..

And pretty much all the missions are like that..go here and deliver this, or talk to this guy or whatever..but really all you do is click the button in the bulletin board..
 
Yep; we all fell for this one.

There is no follow-up mission in Sol; I spent ages jumping from station to station looking for one.
 
Yes, it's simply giving you the permit. You can still get missions for the federation there, like any other federation system. Only these missions can often be very rare and elusive.

I'm working on my federation faction but find the rarity of these missions a huge road block to progression. It's OK if you are happy to do them if you just happen to see one but if you want to make a concentrated effort towards it, it's a bit frustrating.

The randomness of the bulletin board isn't the game's strongest hand.
