Okay we need to talk about how wanted levels are handed out.

I dropped into a distress call today, three anacondas. I scanned one, and had just opened fire on him, when one of his buddies decided to just fly right between us while we were both firing at each other. I ended up getting a wanted level because I hadn't scanned the guy yet. I really think we should make it so that you don't get a wanted level for shooting someone wanted, it's just a risk to shoot someone if you don't know for sure. I didn't have time to stop firing, and even if I had seen him coming, half my weapons are turrets. They'll just keep shooting.
 
I think they might have done something about this, to a small extent anyway. I was in a massive furball last night at one stage. In a Nav Beacon, two wings of Federal Authority ships totally three Anacondas, two Pythons and a lone Eagle, countless other ships and myself taking on a wanted win of an Anaconda and two FDL's. There was pew pew everywhere and in the middle of this I managed to hit the lone Authority Eagle. Instead of the instant fine and having all the ships suddenly attack me, I got the message "Hey, watch your fire, we are on the same side here". Yes, it did make me smile :D
 
I spy three Annocondas and I'll just start shooting at the first one I scan. No need to worry about the others, they could be Elite, no worries; they could even be harmless and therefore not be able to fly in a straight line; but still. No worries, no need to check them out, before I start shooting.

FD have been doing things about stray shots hitting things they shoulden't; years ago it was one shot and you were dog food. These days, you get a few stray shots, before they even mention it to you through the coms. Getting wanted, takes a lot of damage.
 
Its called sarcasm. The point is you check first and then shoot, shooting without checking should always be a crime even if you 'luck out'.

I didn't just casually start shooting, I had cargo on me and the one I actually intended to shoot had already opened fire on me. I had every gun on my cutter going, so it doesn't surprise me that I sent a lot of damage down range into the guy I didn't mean to shoot.

So... A small unnoticeable Anaconda sneaked into your line of fire... :D

I was already under fire. I wasn't about to wait around to scan all three, or wait for them all to shoot me. One was shooting me, so I shot back. Then one I hadn't scanned got in the way.

As sleutelbos pointed out in his usual manner, what you suggest doesn't make sense. You can't just start randomly shooting people and HOPE they'll be wanted.

There are just two rules
- you shoot something you don't know a status of = you get wanted
- anything starts shooting you (if you are clear), you can defend yourself even without scanning them

You were unlucky that the second Conda didn't start shooting you before you hit it, yes, but you were also oblivious of your surroundings. You would have seen her coming on radar, and you would have HEARD her coming, if you wereen't so tunnel-visioned on your target.

What do you suggest as an alternative. Just tanking damage until I have data on every person who I know is about to attack me? It seems a lot safer to just eliminate threats as they emerge.

Okay so I panicked. That doesn't change the fact that the ship I was shooting at had been scanned, and was already shooting at me. I really don't see why I should have to scan every ship around me before I start shooting the guy actually trying to kill me.

Cutter: Speed and shield, for less then 30 more seconds. The first ship is wanted, because they fired on you, boost to the next and scan. If either of the other two ships start hitting you, they automatic become wanted too. All three confirmed, then move some pips and play.

I got a Wanted status for shooting at a pirate who was busily engaged in a battle with the local police

He was my mission target, I'd preferred to take out his eagle squadmate first. But apparently I should have allowed him to take a few more chunks out of the system defense force before turning my fire on him.

The ship I scanned was in a wing of three. There were only three ships there other than me. They were flying in formation. There was no doubt in my mind that all three were wanted, even before I scanned the first one. Plus that was the third or fourth time today I've dropped into the "three wanted anacondas lying in wait" scenario.

Also when the popup that told me I was wanted came up, it actually said I was wanted for assaulting a terrorist. I mean come on.
