Old, Dumb. If I want to install ED on another machine. What do I need to do?

You'll want to back up your bindings, journals, and visited stars cache

Journals are here:
C:\Users\[YOURUSERNAME]\Saved Games\Frontier Developments\Elite Dangerous

Bindings are here:
C:\Users\[YOURUSERNAME]\AppData\Local\Frontier Developments\Elite Dangerous\Options\Bindings

Visited Stars are here:
C:\Users\[YOURUSERNAME]\AppData\Local\Frontier Developments\Elite Dangerous\[SOME_NUMBERED_FOLDER]

Also, if you copy the files to the new PC you might be able to avoid having to re-download them all.

You don't say what version you are using - Steam, Epic or FD?

last but not least use the logoff machine function in the launcher
this basically tells the servers to expect a different machine next loggin
or do this if making significant controller or hardware changes to a particular machine
whilst not stricktly nessar I find it reduces potential agro factor when ist logging the new pc

Outside of your controls and settings, everything else is stored on Frontier servers, so it will automatically follow you on any computer you log in (until you remember you game account / password).
