Old module priority bug is back

The one where you can't set modules priorities for one thing without a bunch of other module priorities rolling around too.
[right-panel]/[modules]/[priority] 1, 2, 3, 4, 5

I am back to trying to twiddle the one I want high so when I roll the others down it might just land where I wanted it.
But it's even worse this time.

It's a presentation bug, the underlying values are not scrambled. To force a redraw make the modules list wrap around by moving the selection up/down when at top/bottom of the list. Unfortunately you have to do that after every priority change.
