On bounties and long-distance exploration...?

Question for all you fine (particularly you not-so-fine) pilots! After being a day-1 player binging off & on all these years, I finally have a question I can't find the answer to.
I recall if one has a bounty, bounty hunter ships may spawn to kill you. Is there a limit on how far out from civilization they spawn, or do they anywhere in the galaxy?

I last left off in Colonia and returning to binge EliteD for a bit as I always cycle back to doing... and I'm feeling frisky wondering if I made a mess out there (PVE only!) and gained a big bounty and maybe some Notoriety, and flew myself back to the Bubble, would I only get bounty hunter spawns within X lightyears of any inhabited system? Or might bounty hunters spawn in potentially every system on the way?
(If the former, my Keelback Jupiter Jazz and I might enjoy a risky 20k ly adventure home. If the latter, I've already located a FC ferrying souls ships to the Bubble this week and I wouldn't do anything fun.)

As far as I know, the ATR ships that are sent after you if you have a high enough Notoriety will only appear in inhabited systems, and only if they aren't an Anarchy. I don't know if there's a distance limit to this though, or if all the remote inhabited systems (Colonia, the remote asteroid bases, Explorer's Anchorage etc) count. But as long as you steer clear of those, you should be safe.
But eh... safety is overrated.

Spawn radius of everything is 2000 ly from the station / settlement. This includes "crash site", pirates in rings etc. Probability is going down too, at 2000 ly you will meet spawns once a day.
Guess, bounty hunters are following the same rules.
I think "Colonia Bridge" has the stations each 750 ly or so, so you will have chances all the way.

After I posted I thought about how many potential points of civilization there are between Colonia & the Bubble -- the Colonia Bridge being the most obvious.

Regular bounty hunters will "follow" you forever. Even across parts of space they couldn't possibly be able to traverse.
