What is the purpose of the very large maintenance panel to be found at PWR buildings?
(I can cut open the panel, but there's nothing inside to interact with)

If it's outside, it's likely atmospheric control. All buildings have one somewhere. The key difference between that and the inside atmospheric control is that the outside one doesn't require authorisation (if I remember correctly).

You can then shut down (vent) the atmosphere to put fires out.

ah! .... so does this mean there are TWO methods of extinguishing the flames - using the control pads inside (as in the tutorial) OR cutting this outside maintenance panel and flicking a switch (which now presumably is in 'interact' mode......?

Turning on settlement power ensbles all interactions with the base. All panels, doors, data ports, etc become active.

Also defence systems. As I painfully found out.
So sometimes it pays off to drop by the control centre and shut them down first.
