Newcomer / Intro On Foot - types of enemies

During the on-foot missions I often encounter enemies categorised as COMMANDO, STRIKER, SCOUT.
In this an indication of their skill level? or perhaps their equipment..?

The chevrons indicate rank. The names may indicate equipment I’ve never noticed.

The name indicates armor and loadout.
