On-foot undermining

Hi Commanders,

I stubble on this while fishing for pre-upgraded/engineered gear.
Is this some kind of undermining? Can we do this? Or just an effect of any controlled system being undermined? Or just a tiny cosmetic joke found here and there?

Cosmetic joke but I did think it should be something that you can do like hacking the signs at port entrances. Maybe you get fined if someone is close enough to see you . Or a bounty if it's an enemy power's system.
