On Steam it says the game is only for pre-order?

Don't buy Elite Dangerous on Steam, buy it from the FDev website. That way you don't have to deal with Steam and you even get updates faster (FDev releases updates directly but Steam makes you update through Steam and Steam the gets updates a bit later). Also, FDev puts the game on sale several times per year with significant discounts. Get the Commander Deluxe Edition, that version includes the Base Elite Dangerous game, Horizons and Beyond as well as a few small ship skins.

Hiya, it's a Steam issue - we're seeing a lot of traffic so it looks like there's some problems with updating the Steam pages :) I'm sure Valve will sort it ASAP!
