... I went out looking for HGEs in Independent Outbreak systems yesterday, and returned home having found two sets of Pharmaceutical Isolators.

Given that in the entire lifetime of 3.3 I only ever found one PI HGE, I call this an improvement.

I also found two sets of Military Grade Alloys, but as the factions were one in War and one in Civil War, that's understandable. I'm still puzzling over the HGE where both system and faction states were Outbreak, but I was given a set of Proto Heat Radiators.

Still, it looks like the decision to increas the rate of occurrence of HGEs is yielding at least modest dividends.

Did a day of farming HGE's and I also found PI's twice, once with faction in outbreak and another with faction in election (unexpected)

But theres a definite increase, sometimes I found 5 HGEs and sometimes all clumped together (very short didstance).

I'm finding outbreak more often and same as you sometimes get proto rad alloys. I think there's quite the disconnect with faction states and what materials we're used to expecting but overall pleased with the increased drop rate.

I picked up at least 2-3 PIs from the five Deadly Annies and one T-10 I was forced to dismantle yesterday. Not sure if they're now dropping these semi-regularly now, but I have about 30 of 'em after the last few "delivery/assassination" missions I've taken this week.
