Once planets with atmospheres are landable, will they look like this?

There are a few quick middleware solutions for clouds and atmospheres. They could plug in SilverLining:

The company provides a water and ocean solution as well.

But I suspect FD wants to roll out their own thing - for better or worse. It would need to be incredibly flexible to cover all atmostpheric types and still work seamlessly from space. And up close we still want the godrays, cloud shadows, moisture on our windshields, etc. They set the bar fairly high with some early concept art showing massive clouds and lightning. :)

Not a chance, we already had several small but noticeable "downgrades" and you have to remember that there is still xbox version next to PC elite dangerous.
It will looks nice but I`m not holding my breath - procedurally generated clouds are FPS and resources killers.

probably OP should ask this directly to devs... since i think they already knows it.
in fact, is well known that devs are already working the the expansion ''landing on the atmospheric planets''.

..but don't expect a reply, we know that Frontier is very greedy of their long-term secrets..

Will probably be like in Horizon, first PC then Xbone when they can handle it.

OP posted rather poor and simple demo. Check out Unigine city tech demos. I expect fdev engine to compete (and lose, but perhaps by not so horrible margin).

I don't think that is allowed by xbone inferiorace rules.
