One hour carrier jump time?

Is this a bug? This system is 25.5 ly from Leigong. Any relation?

No change after reloging. What's going on?

If you're lucky it's an hour. If you're not it's "No time slots" available.

Lots of folks are moving their carriers around, apparently, tying up the servers.
 
Pilot's Federation space traffic controllers are overworked right now dealing with all of the people who parked out by Taranis and now all waiting in line for authorization to leave.

Don't forget, changes you make i.e. make a FC jump has to sync to all the other AWS around the world as FC is there for all others to see.
They do have very fast (dedicated) internet backbones to each other but never instant sync.
If you are on EU servers and someone playing in Brazil may even be on your FC - imagine if your FC jumped and left the CMDR where FC used to be - they must sync first.

Doubt that is the reason. I am sure you can get a database on AWS that syncs instantly world wide
 
Not in reality, gaming and streaming usually use UDP which is (almost) instant, as no reply is required.
Database updates require an ACK (received OK) or NAK (Not Acknowledged - please retransmit) usually using TCP, which can increase time for updates to happen - i.e. there can be ABSOLUTELY NO error in the packets.
Elite is just one of many 1000's applications/businesses on the AWS's
