Hi -- they call it Horizons - Season Pass. Does this mean there is like a

It is a purchase of the Horizons paid DLC and also gives access to the Beyond DLC season for which there was no charge.
So, it's a one time fee for all the content in game up till now, and basically until Frontier decide to release a new paid DLC.

At one time there was going to be a "seasonal" release schedule (and so "season's pass") but FDev realized they could not maintain that release schedule and so the "seasons" was dropped. Horizons Season Pass was the last major paid DLC released. The next is currently scheduled for late 2020 so if you own Elite Dangerous and the Horizons Season Pass then you are good to go until at least then. o7
