Online skins maker

Would it be possible to have like a online dinosaur skin maker on the computer & we could make it to where we could download the skins of our favor from the community skin maker onto the game on console ? Even having the addition to add other cool features to the dinosaurs of the game like feathers, hairs, whiskers or any of the sort. Could this be possible?

Why console? Also Frontier will probably not do this as there will be no reason to make new dinosaur skins if players can just make them at the tips of their fingers.
