Only class-E prospector limpet controller

I'm not sure if i'm doing something wrong or if there is a bug. I wanted to do some mining, but i'm not able to buy any class-A prospector limpet controller. I'm elite and in shinrata dezhra but there are only class-E available. I looked at inara outfitting and tried four different stations. Only class-E available.

What's wrong?
