Bear with me and apologies if this has been discussed in the past.
Let me pick up this comment by Sandro Sammarco of last year:
The last bit about no wide open channels, I guess I can understand where he is coming from. But there is maybe also a case to be made for a restricted version of that limited to commanders in the interior of stations or respective no fire zones.
- The area itself is supposed to be busier with a higher pilot and NPC density etc, so an open chat channel in there limited to each station may not be totally out of whack ambience-wise
- New or rookie players will always need a degree of peer help when starting out, some degree of easy chat interaction that can reach a reasonable amount of players that can potentially help can not be a bad thing for a pleasant newcomer experience. And most of the initial time of newcomers will be around starting systme stations etc.
Of course there are now many more bigger and larger issues to fix prior to release etc but, hey.

Offensive behaviour during communication, whether in game or on the forums is always unacceptable. We will have some form of reporting/investigation service to service this. We will also allow players to "ignore" communications so that they don't have to listen/read stuff that doesn't interest them (on a related note - I'm very dead set against session-wide or bigger chat channels. In my opinion they ruin ambience and are uneccessary for Elite: Dangerous).
