Modes Open Only PvP Criminals (another controversial topic!)

Lol before you react based entirely on the title alone, please read!

(It's probably already too late...)

By "Open only for PvP criminals", I basically mean, if your crimes are from PvP related behaviour (basically, murder... Lol), you can not join Solo or PG until it's cleared.

Just been to the dentist, so probably not quite with it from the drugs. Lol

But what do you think?

It'd kick start proper PvP bounty hunting!

Of course, if you're in a PG when you commit a PvP crime, you can stay until you log out, so you're not immediately booted to the main menu if you accidentally shoot someone.

There would also be some minimum threshold before being locked out out of PG and Solo, so a single assault bounty isn't going to throw you in to Open. Lol

After many hours this past weekend I only seen one commander while I was wake scanning and he was docking. None otherwise.
 
Or, why not have a joined up crime and punishment where you are tailed by superpower cops who chase you all over in any mode?
 
Good idea. Everyone must be loving it.

Any criminal should say "It's a good idea. I'd never touch solo-pg anyways, that's for srcubs".
The risk averse should also cheer, for it would allow them to hunt evil criminals without interruptions... but at worse it wouldn't affect them at all.

So I'm genuinely curious about the reasoning of those who dislike the concept.

Whi also constantly broadcast BH updates to nearby system so players can join the chase - but again, this requires them being locked in open, so yes.
 
I suggested this myself several times and never heard a good argument against it.

1. There should be better explanation of the C&P system in game

2. There should be the possibility to either apologise or pay off minor bounties and fines on the spot. To make this work some further tweaks are necessary: When you attack someone either by accident or willfully you get immediately wanted. This needs to stay, because otherwise the victim is not allowed to defend themselves and security aren't going to help either. So what happens when you attack someone, get wanted, apologise and get clean again, but in the meantime someone else attacks you? Running in circles? I suggest that after an accepted apology ships are still free to attack you for 10 seconds while a big red message flashes on the screen of the attacker "warning, targets legal status updating" or something similar. After that the wanted CMDR is clean again. The same would apply if we go for the 'pay bounties on the spot approach'.

3. ATR response speeds need to be increased based on notoriety level. They should also roam around in super cruise looking for high profile criminals.

4. Hot modules need to be rethought.

5. With the introduction of the codex in 3.3 also make sure to display a summary of our ships, modules, etc. legal status.

6. Notoriety decay needs to increase exponentially rather than linear, with shorter decay on the low levels and longer decay on the higher levels. Getting from 1 to 0 should take something like 30 minutes, getting from 10 to 0 should take something like one week. Higher notoriety levels should also be reflected in ATR response. However there should also be some kind of a hidden decay that makes sure you can't kill a clean ship every thirty minutes and stay at level one.

7. ATR response and proactivity is directly tied to the system security level and the notoriety level.

8. Notoriety decay could be made faster by doing charity missions.

9. Increase bounties across the board. Increase bounties for repeated offenses even more.

10. There could also be a difference in the amount of bounties based on system security rating.

11. Controversial: Comminting a crime in Open should lock you out of other modes until the bounty is paid / notoriety reaches 0. The game should also tell you where high profile criminals have been last seen to encourage some PvP bounty hunting. If possible the game could also automatically create missions that give you rewards and help you to track them down. When the target goes offline you could get a message that he went into hiding and currently can't be found.
