Dear Frontier Developments,

We are formally requesting recognition and support for peace advocates by forming an official Community Goal to bring the Kingfisher back online, called 'Operation: Halcyon - Stage 2'.
The parameters of the request have been outlined below, but before we proceed I'd like to explain our position and how we feel as a community regarding this initiative.

This CG would enable us to rise from the ashes, to rebuild the pro-xeno community in-game whilst pursuing inter-species peace itself. We believe that the lack of representation through narrative over the years has hindered our ability to accurately represent ourselves to the Galactic Community. We aren't all Far God cultist who worship the destruction of civilization. Since the Kingfisher event, this perception has largely changed. The recent Galnet released on Feb 7th was yet another major step in the right direction, as this reflect our stance extremely well compared to the previous Far God Cult representation. The intention is solely to preserve the possibility of peace for the future, no matter what happens moving forward. We not only believe that De-escalation is vital for the future of the Bubble, we believe that it is more than possible.

For several years, many Pro-xeno player groups have been advocating for alternative ways to interact with the Thargoids, as we do not view them as ruthless killers, contrary to the portrayal by the Pilot’s Federation. The moral ambiguity of the situation, particularly regarding Azimuth's role in provoking the invasion, has reinforced this stance. Evidence in-game suggests that the Thargoids may not be as menacing as previously believed. From non-hostile hyperdictions, to the pro-xeno community already being able to donate Meta Alloys for years, with nothing in-game to acknowledge such affairs.

The recent Kingfisher event which was launched back in November reignited hopes of achieving peace with the Thargoids. This brought the ‘pro-xeno’ community together, leading to increased activity and growth on platforms such as Reddit and Twitter. The internal consensus regarding Pro-xeno affairs has changed from cult-like action (Far God Cult) to diplomatic intervention (Thargoid Advocacy Project). When the Kingfisher was destroyed, many peace advocates felt disillusioned, left without hope or purpose. This was amplified by the rumors of sabotage which was hinted by Galnet. The consequences of the Proteus Wave and the resulting Invasion has seriously impacted t morale within the Pro-xeno community, but most of us wish to remain firm. To see such change realized, even if on a small scale.

The majority of Commanders within this community are not in fact 'Pro-xeno', they are simply 'Peace Advocates'. This is why many Commanders of Peace dislike the Far God Cult's method of representation. Though I should clarify out of fairness that some Pro-xeno groups still appreciate this perspective, as their squadrons are more theocratic in nature.

We’ve recently completed an event on the Official Community Event Calendar, called Operation: Halcyon.
It was designed to symbolize the pro-xeno community's resolve towards the goal of Inter-species peace.

The Operation was structured in Two Stages:

Stage 1 (Rescue) was entirely Player-Driven - Completed on Feb 11th:
Oriented towards rescuing all of the Occupants onboard the Kingfisher (and removing the Thargoid Artifacts) before major repairs would begin.
During this initial Stage, two Fleet carriers were stationed in the Hyades Sector YO-Q b5-1 system to serve as substitute stations for the Player-driven Community Event.
Over 60+ Commanders signed up to participate in the first 48 hours. Note that this list may not accurately reflect the total number of Commanders who support the ‘Pro-xeno’ cause, only those who were made aware of Operation: Halcyon.

Stage 2 (Repair) requires Frontier's Official Support:
It would be a Community Goal designed to repair the Kingfisher and re-locate it far away from the Maelstroms if the event is completed successfully.
Parameters regarding Stage 2 have to be defined before anything can happen in-game:
  1. System, Station & Minor Faction of Choice: Either a Megaship / Fleet Carrier in system, or a Station owned by Pro-xeno minor faction.
  2. Commodities Requested: Emergency Power Cells, Power Converter, Power Transfer Bus, and Titanium
  3. CG Timeframe: 1-2 weeks after Stage 1 was completed (Feb 11th).
  4. (If Successful) Tourist Beacon for Historical Purposes: Includes Original Audio logs
  5. (If Successful) Re-location: Coalsack or California Nebula (Reasoning Below)

1 - System, Station & Minor Faction of Choice:
Unfortunately we are unable to figure out a good selection for any of these, since the Kingfisher's wreckage is rather far from any suitable populations.
During planning, the Andavandul system was originally considered... but we would like to stay far away from Dalton Chase and the Federation as much as possible.

The Thargoid Advocacy Project does not have their own minor faction in-game, which we personally believe should change. This option would make the most sense lore-wise, considering this group spearheaded the original mission. If creating a new faction is too difficult logistically, Our own player minor faction has an assortment of carriers & credits to work with, especially alongside our pro-xeno partners if this could be utilized anywhere.

2 - Commodities Requested:
In order to accurately represent the repair process, we presumed that emergency-based commodities would be appropriate for the repair CG.
  • Emergency Power Cells
  • Power Converters
  • Power Transfer Bus,
  • Titanium
Since the Damage is Thargoid in nature, we considered also adding 'Radiation Baffle' but this seemed to extend the list beyond a reasonable amount.
To alleviate workload, We tried our hand at defining the Tier values for Operation: Halcyon Stage 2:

3 - Timeframe:
Many Pro-xeno CMDRs have been playing pretty much every day to pursue non-hostile Inter-species related research.

We are all admittedly a bit burned out, which is why we've opted to request for a timeframe at some point later this month.

The extended wait time would also help you guys sort out the logistical details easier. We are relatively patient, so no rush <3


4 - Tourist Beacon for Historical Purposes:
Due to the Kingfisher's unusual Ship log Uplink setup, it would be abnormal to include all three audio logs onto a single tourist beacon.
Either three beacons would need to be placed, or some sort of wreckage transponder could be left behind to scan in the original system where Taranis was contacted.
The intention behind this idea is to preserve Elite Dangerous history as much as possible.



5 - Re-location:
First Choice:
Our first choice towards re-location would be the Coalsack Nebula,
based on a Galnet article that was recently published during the Kingfisher’s maiden voyage.
“Obviously we’ve seen Thargoid activity in the Coalsack Nebula several times before, but this time was different. It’s not an attack as much as a presence.”
Overnight, the Coalsack became occupied by Non-hostile Thargoids. This detail has largely been forgotten by the Galactic community since the Invasion began, and we would like to explore this mystery further. Our own personnel have speculated that the hive associated with Coalsack is potentially peaceful, compared to the Invasion hives which we are currently interacting with.

Second Choice:
Our second choice would be the California Nebula.
Veteran Pro-xeno groups have formed long-standing agreements with various AX groups which designates the California Nebula as a "Pro-xeno / Pro-peace" research area, with the intention to avoid excessive Meta-Alloy harvesting. AX Conflict was avoided, and xeno donations were prioritized. The NPC minor faction "Turner Research Group" has grown their own Thargoid Barnacle in said Nebula. Many advocates of peace believe this is a valuable symbol for inter-species coexistence which could be utilized in the narrative moving forward. Due to the recent narrative regarding the Kumo Council, we understand if the California Nebula is too important to associate with the peace movement.

A pink anomalous hue was also recently associated with Non-hostile Thargoids, creating yet another difference between the Nebulae & Maelstrom Thargoids.


What is the main goal behind repairing the Kingfisher?
Our overarching intention is to research inter-species communication with the Thargoids in either Nebulae, through the either Alliance or Independent groups, whilst preparing for the next Kingfisher Xeno Peace mission. This mission is entirely separate from Operation: Halcyon, and would require further planning. We understand that the current narrative phase would make this very difficult to pursue, our primary intention is to ‘plant the seeds’ for the future. De-escalation is the strongest branch, conflict will always be perpetual. "Peace is Paramount!"

Update for Frontier:
Our squadron is out exploring to decompress from all the grinding over the last few weeks. From Rescue, Xeno research, California Defense, to Op: Halcyon.
Don't want to get burned out in the Bubble. We should be back in the next week or so. This lines up with the timeframe presented, just trying to be as clear as possible.
 
Hello, I don't know if you'll see this but... I am a fellow believer in xeno-peace. If you are attempting to make a larger goal out of repairing the Kingfisher, etc, I am more than willing to help you. I will likely explore the Coalsack Nebula, to see if there is anything I can find out on my own. Right now though, I just feel as though it is important to state that your group is not alone, and there are likely many CMDRs such as myself who simply don't know about efforts such as yours.

I just feel as though it is important to state that your group is not alone, and there are likely many CMDRs such as myself who simply don't know about efforts such as yours.

I am forever grateful that you've made your voice heard. From what I've gathered, many xeno-peace advocates are in hiding due to the high volume of hatred which is related to such ideas. Our ideas are not new, and can be found in old & modern lore.

P.s - Be sure to look for the
Anomalous Pink Hue which was recently identified, If you are interacting with the Interceptors in Coalsack.
Our personnel saw this weird pink hue which was only attached to Non-Hostile Interceptors... only found in the Coalsack & California Nebula.
 
I feel pretty certain that FDev is preparing the xeno pacifism plot line behind the scenes.

we already have beaucoup missions for peaceful pilots to help that aren't direct war effort (i.e., evacuees don't shoot goids; station repair commodities don't shoot goids).
