Just a further query regarding this issue:
Thanks again to Maolagin - that table is very informative, but I have a question -
Taking 'Smear campaigns' as an example, does that table apply to
1. Missions given at stations that are IN ANARCHY SYSTEMS
2. Missions to be completed IN TARGET SYSTEMS THAT ARE ANARCHY; or
3. Missions given by ANARCHY FACTIONS; or
4. Missions given at TARGET BASES that are (or used to be) controlled by ANARCHY FACTIONS

The table has nothing to do with missions or with system security level. It refers to the faction that controls the settlement where you find the corresponding data port. What the dataport can potentially contain should not depend on whether you traveled there for a mission vs for your own reasons.

The easiest way in-game to see what factions controls a settlement is to look at the POI list in the system map (third(?) button from the bottom in the left column). It often is not the same as the faction that controls the system. So if you're looking for Smear Campaigns you want a settlement with an Anarchy owner faction, like the <system name> Jet Mob or Hand Gang or similar. It might be easier, if you're just looking for any appropriate settlement, to use Inara to search the player-maintained database, like so.
 
Yep. HAB ports mainly. I got mine by doing fetch missions, at every pickup I'd check all accessible ports for data.
Regarding the fetch missions - how did you get past the security on the Hab buildings? Is there a trick to it?
(Many Habs require only 0 to enter, but the datapoint is usually behind a Sec 1 at least)

Browse habs owned by anarchists, so u can just kill em.
For non-anarchy, scan the man, if he is wanted -> safe kill.

And well, maverik with plasma cutter to use always.

At an inhabited settlement, you have to either stealth or murder your way in. If you don't turn off the settlement alarms first, you may well find yourself murdering half the base in self-defense anyway.

Personally I prefer taking missions that send me to uninhabited settlements. Then you can take out the (wanted) scavengers legally, power up the reactor, and loot every data port at your leisure. Unless you're swimming in power regulators or took a reactivation mission that gave you one, you'll probably want to power the settlement back down and take the regulator before you leave.

If you're not a murder hobo like me, your options are more limited but they're still good.

First off, HABs with no restrictions are great, just walk right in and take what you can get away with.

The other places to look are unrestricted zones that are accessed locked. You can enter those and hang around as long as you want, the trick is to bypass the doors. Often workers will walk through those doors as part of their routine, all you have to do is find one and wait. Another trick is a patrolling guard. If they have the authority to open the door all you have to do is get them close enough. Which means just loiter at the door and if one gets close enough to want to scan you, they'll come to you and open the door for you. Just wait for the scan to complete.

Restricted zones are problematic because if someone sees you there they will raise the alarm but if you're quick and no one's around you can just dive in, mark what you want to dl and wait outside the restricted area for the dl to complete. Remember you get one free pass to get out of a restricted zone.
