Opinions, please - first budget explorer

A Diamondback, outfitted for Exploration is well within your budget with room to spare.
DBE is the best choice IMO due to jump range and heat management.
If you're only going out 1000ly you won't need a AFMU. Odds are you won't need it in any case.

I flew in the DBX for a while and I really love that ship. The views in it are good IMO. Better than the Type6 for sure.
I'm in an AspE now which has better views and more room but it's a bigger ship and not quite as fun to fly.

If you're really concerned about the view, you could probably fit an AspE in your budget if you scale back on the components.
This build is only 14mil. With discounts it could be under 13mil.

Yeah, it only has a 6D scoop but that's still better than the 4A on the DBE, and it has a 36ly range.

You could buy the Asp and run some trade routes for an hour or two to make up the budget difference. Make sure you have enough cash left over for insurance.

I did trading in that build for a day to make the money I needed to re-fit it for exploration.

I think the Asp is the most versatile ship available. It can carry more cargo than a Type-6 and it's not bad in a fight either so it's the ship I'll probably stick with for a long time.

Picked up an Asp Scout cheap in Borr...great views as anticipated but it's going to take a bit of getting used to after my Cobra. Shall we call progress "stately"? And handling we'll say is " responsive" rather than "Jesus, you only have to SNEEZE to the left and you're in the hangar wall"*

*I didn't, but it was definitely fresh keks time

Well, if you don't like it so much you can always stick with the Cobra. Nearing 300kly travelled in mine, joined the 65k club on my current trip...

You can go a long way in a Cobra...
