Ships Optimal shield setup and engineering?

Which setup will be optimal for multipurpose ship design?
Bear in mind next priority of activity: PvE fight (RES, CZ, Bounty), trading (in this case could be some refit before tradrun), PvP (for reasons of safety, avoid mainly).

Shield: 6A, 7A (although it is too expensive), 7C Bi? Which engineer mod?

Booster: How many? A or E/D? Which engineer mod? Is it worth to swap Chaff Launcher or Point Defence on additional Shield Booster?

I have had good results with a 7C bi-weave shield and three A shield boosters which leaves one utility mount free for whatever I need (KWS, Wake Scanner etc.).

The difference in MJ between 7C and 7A is not that much to justify the 50 mio. price tag of a 7A shield and I prefer the faster recharge.

Combined with a shield cell bank that recharges 50% of your total shield strength you should be set. Having a shield cell recharge 50% is always a good idea because of the delay. You can activate it early enough to have it kick in before your shield fails but you won't waste any MJ by overcharging a shield. Check coriolis for the recharge values of the different cells.

Regarding mods I have limited experience but I fitted resistance augmented shield boosters.
 
I always ran my Clipper with a C6 shield. The relatively small capacity increase when comparing to a C7 never really seemed worth the cost and mass. Your mileage may vary though, as I tend to fit my ships for "enough" shields rather than as much as I can get. Given your stated focus, I would go biweave - the less downtime in recharging is well worth it. For mods, I like to go thermal resist shields / resist augmented boosters for my combat ships. You get a lot stronger shields, but since they are technically the same size, you don't have the longer recharge times of having bigger shields.
 
Consider grinding for prismatics, and installing a c6 prismatic shield. The c6 prismatic will give you slightly more shield power than a standard 7A shield generator (almost identical, just a few mj more), and it will leave the c7 internal free - ideal for a multipurpose build.
