Option to limit fuel in primary tank

Please consider removing the ability to swap out different sizes (IE smaller) of main fuel tank, and instead add an option to limit how much fuel can be added to the primary fuel tank from the right-hand functions panel (or as a new tab in Inventory panel). This should also come with an option to dump fuel over the limit.

Players can take smaller fuel tanks to maximize jump range, but this requires outfitting and swapping out, and when downsizing, unused fuel is lost.

Instead, if a limiter option was included in 2T increments (since 2T is the size of the smallest tank) then instead of finding a 16T tank to fit to my DBX, I could set the limiter to 16T and dump the excess, gaining almost 3ly in extended range. When re-fueling at a station or scooping, it will only fill to the specified limit. Then "fuel tank" will also not need to be shown in core-module outfitting.

Optimally, there would be a small indicator near the fuel gauge that limitation is in effect, in case one forgets to set it back to full capacity. Perhaps also in the fuel-scooping UI and on the station refuel button. Or the gauge maximum could still be shown as 32T, but it only fills halfway (if set to 16T) with the unusable section indicated in red.

I don't know if this would be useful when adding additional fuel tanks to a ship, but I'd imagine that if you add a second 32T tank to a DBX (64T total) you could still select a limit of 2T to 64T in 2T increments.

Limiting/ability to dump fuel, would be nice. When wanting to get the most out of one's jump range in situations.
 
I was thinking that it may also have combat applications. If the fuel tank appeared as a module, the limiter option could be under Modules. This opens up other possibilities, such as being able to sub-target a fuel tank, whereby damaged tanks will leak fuel (like a damaged cargo hatch dumps containers) and restrict jump range.

It could also open the fuel tank to engineering blueprints, such as shielded/armored, high-flow pump (increasing scooping speed and/or max fuel per jump) or compressed (compressed fuel is more "powerful" than standard, so that less fuel is needed for the same-range jump)
