What the title says. I think it'd be a really useful feature if we were able to change skill points around after they've been applied later on, because I can't be the only one who trained up their staff and later thought "okay those 7/7 logistics would be way more useful in the 1/7 genetics now but I'd hate to fire and hope to get something better." Doesn't have to be for free but more like an additional training option that allowes you to reskill the scientists you already have.
Say you got one that has 0/2 ; 5/5 ; 2/7 but now you need that welfare skill way more than the genetics that were useful earlier. So you go to the staff center and retrain that scientist for a certain fee and get back those 7 skill points that were already applied, leaving you with a clean slate and you can reapply the points as you need them, in this case 0/2 ; 0/5 ; 7/7.
I just think it'd be nice to have an additional option to the same old "need different skills for this so gotta fire/hire a new scientist" way that we have now. Not to mention that there's no garantee that you'll even get a fitting one if you're looking to hire, so having this option would make you think twice about throwing out the ones you already have as well.
