Orbital Construction Yards Need an Enforced No-Fire Zone

I'm not sure why this is currently missing from the construction yards, but it really should have been intuitive. It's really strange to be a meter away from docking and have a rando NPC jump in after you and open fire while I'm on the pad. I see imposing turrets around like those at outposts but apparently they are entirely decorative? Maybe turn those on, or something. As things stand, the possibility of losing your ship on the pad is just another argument among many against participating in this snoozefest, much as I tried (and still trying) to like it.

Oh my construction sites shoot the crap out of em.
I got medium security too so if they do manage to get away the feds end them too
 
I dunno what's been coming after you but the security forces pretty much only manage to tickle Elite ranked condas. They do manage to pull the aggressor off me but I will finish my delivery and come under fire again as I'm on my way out. Also, security forces don't appear at all construction sites for whatever reason, even in non-anarchy systems that are nominally patrolled. I should point out here that a no-fire zone is different from having security. The system colonisation ship has one established around it, why not construction yards?

Note that a "no fire zone" doesn't really affect NPCs at all. No fire zone breaches (firing a weapon while in the NFZ) are only a fine, and there is absolutely no way to tell if an NPC has a fine.

Hitting a locally clean target with crime reporting on is a bounty offence whether or not there's a NFZ around (and not a more severe bounty in a NFZ) and should lead to an authority response regardless.

In my experience, only 2 types of NPCs are exempt from No-fire Zones: System Security and Power Security. Pirates will always bail and high-wake if you enter a NFZ around a station or carrier.

That's a slightly different type of "exempt", though. The pirate recognising that shooting at a clean target right next to a station full of guns is a silly idea is uncharacteristically self-preserving, but that may or may not be due to the NFZ itself.

I can't remember: do they also do the "give up and leave" if you're at an Anarchy-controlled station which doesn't project a NFZ?

Sorry, misunderstood the question. All stations have an NFZ, anarchy or not, unless it is actively experiencing an AX attack or similar event. You can check this yourself easily by going to Eurybia. Colonisation carriers and personal FCs also project NFZs in anarchy systems. NPC pirates always disengage when you enter an NFZ no matter the system security state.

… I’ve had the experience that a few too trigger happy ones - coincidentally maybe, always flying one of the Federal brickships - would shoot at me inside a colonization ship’s no fire zone, to get obliterated within a second. The others usually have enough survival instinct to not commit such stupidity even if they magically pop into existence next to me the moment I drop in.

Re orbital construction security, I’ve rarely if ever had any pirates follow me to one, and occasionally I’ve seen some wanted NPCs (may or may not have been a scripted one after my cargo, not sure) get blown up around one. Is there possibly something Powerplay related to the other cases? I know those NPCs occasionally spawn nearby too.
