Orbital cruise = Horizon users only?

Not sure if there any information on this. But is orbital cruise exclusively for those who purchased horizons?

Or is orbital cruise an addition to the base game while going into glide and landing on the planet exclusively for horizon payers?

IIRC, OC is a Horizon's feature. Without the season pass, CMDRs will be forced out of SC at the usual distance.

There would be no reason for anyone without Horizons to have orbital cruise.
