no need to be like that, he simply hasn't gone through something like this before and doesn't know better. That's why he made this thread asking.
OP, the payments should be pretty instant. Going through PayPal support might result in you getting your money back, but it's not the best way, because from Frontiers perspective you just took your money back and they don't know why, which might put you in bad standing. It works similar to credit card charge backs.
The appropriate way would be to contact Frontier support and say hey I didn't get my skins, and they should fix that up for you. If for some reason they refused to fix it and refused to refund you, then you should go to paypal. But there's no reason Frontier won't fix it for you
