Outbreak blocks Negative Security/Economy Actions Against a Faction?

Is this new / known ?

Normally if you take assassination mission they have a negative effect on the Security / Economy of the faction being assassinated, so you get:

Pirate Lords - reduce Economy of the target:

Deserters - reduce Security of the target:

but if the target faction has an outbreak then the negative outcome vanishes:

Pirate Lords don't reduce the Economy of the target:

The target factions aren't in wars (though the one I am hostile to has Bust & Lockdown, but they've had those for a while - Outbreak was started recently).

Does this make sense to anyone. I'm tempted to bug-report it, but it does seem deliberate??
 
Seems like a bug to me. Possibly related to the stuff about Outbreak and war in Will's post.

Still not sure if it's actually a bug, I wonder if they blocked so that you couldn't raise the security or economy while in an outbreak, which just about makes sense. Whereas if you have an outbreak and someone is lowering your states then I don't see why you wouldn't get even worse.

Especially as (at present) by blocking the negative effects what happens is that Security and Economy start to drift 'up' towards None, so by getting an outbreak you actually get better Economy and Security, which is ...madness.
 
Odd you should say that Deareim, we have a faction that are in outbreak and they had no assets in the system, the same NPC faction is pending outbreak in another system again where they have no assets. Odd
