Many times I have to jump to a new system and then send request to bring outfitting items into that system... and wait.
A new feature could allow to carry our items in cargo racks, obviously they won't be active and their weight will have to fit the cargo rack.
For example, in a class 4 cargo rack (16t), I could carry 2 size 3 collector limpet controllers (8t each).
Maybe we should add some rule like not able to put a cargo rack into a cargo rack to avoid silly Russian stacking doll ;-)
