Outfitting/module suggestion: Cargo/fuel hybrid storage

My CMDR likes flexibility, and it's a bit of a pain sometimes to swap out modules to tailor ships to slightly different purposes. He'd be willing to sacrifice a touch of storage/weight for a variation of the Cargo Rack which contained a bladder that enabled him use spare cargo space as a reserve fuel tank.
